Hi, I’m Rebecca Jones, and I’m running to represent District 5 on the San Diego County Board of Supervisors - a five-member board that sets policies impacting every corner of our county.
I grew up in San Diego County and raised my two children here. They are both adults now living in the district, and I want to keep San Diego County a place where they can stay and raise their families. This region isn’t just where I live - it’s part of who I am, and I want to ensure San Diego continues to be a place where we can thrive.
Before stepping into public service, I co-founded and built a furniture business from the ground up into a successful company with national reach. That experience taught me the value of hard work, perseverance, and results.
Over the past 20 years, I’ve provided the steady, forward-thinking leadership that helped transform San Marcos into North County’s hub for innovation, education, and healthcare.
Under my leadership, the city went from a hidden gem to a National success story.

As I look ahead to the opportunity to serve as your next County Supervisor, my priorities are clear: keeping our neighborhoods safe, protecting working families from rising costs, and preserving the high quality of life that makes San Diego County such a special place to live.
- With nearly 20 years of public service and five successful elections, I’ve built a reputation for getting things done. I’m a pragmatic, solutions-oriented leader who listens closely, leads with integrity, and always puts people over politics.
- Public safety is the foundation of any thriving community. Under my leadership, crime is at its lowest in over six decades, earning us recognition as one of the Top 15 safest cities in the state of California and one of America’s safest college towns. I understand what it takes to keep communities safe and secure.
I understand the real pressures families face with the rising cost of living.
- That’s why I fought to stop costly proposals like the per-mile driving tax, which would have placed the greatest burden on working families.
- I led the effort to bring two state-of-the-art hospitals to North County - creating thousands of good-paying healthcare jobs for our region.

- I’ve also delivered key infrastructure improvements, including safer roads, more accessible transit options, and vital flood control projects that strengthen both our economy and public safety.
At the heart of everything I do is a commitment to quality of life. Whether it’s improving parks and trails, supporting public services, or ensuring responsive local government, my focus is on creating the kind of community where families, seniors, and small businesses can thrive.
I’m running for County Supervisor to bring that same proven, people-first leadership to the entire district. This isn’t about politics - it’s about results.

ALREADY IMPACTING YOUR LIFE
I don’t shy away from tough fights when it comes to protecting our community. From securing school funding and championing affordable housing in San Marcos to leading the charge to stop the controversial mileage tax as an active member of the region's transportation agency (SANDAG) Board of Directors.
I have demonstrated an unwavering dedication to the financial well-being of all San Diegans. I led the fight to defeat the 4¢ per mile road user charge proposed by the county's regional transportation agency.
As a
vocal advocate for practical transit options, not one-size-fits-all mandates, I have introduced and proposed innovative solutions to our crowded streets and highways – from micro-transit to Bus Rapid Transit.
My goal is to enhance North County traffic circulation while respecting rural lifestyles and promoting sustainability.

SAFE & SECURE NEIGHBORHOODS
I’ve made public safety the cornerstone of my leadership. Under my watch, San Marcos achieved the lowest crime rate in our city’s 63-year history, ranked in the Top 15 safest cities in California, and one of America's safest college towns.
Expanded Police Presence: I opened the San Elijo Sheriff’s Substation.
Safer Schools: prioritized school safety by funding School Resource Officers to protect students on our campuses.
Because of that strong foundation of safety and livability, Fortune magazine named San Marcos one of the Top 25 Best Places in the Nation to Raise a Family. That recognition didn’t happen by accident - it’s the result of steady, thoughtful leadership and a deep commitment to the people I serve over two decades.
I’m ready to bring that same level of dedication and results-driven leadership to the entire county as your next Supervisor.
TOP NOTCH FIRE PROTECTION
The San Marcos Fire Department earned the highest possible insurance industry rating for fire department services, called a “Class 1” rating. Some of the criteria include water availability, equipment, staffing, training, and one of the fastest response times in San Diego County.
Lower Insurance Premiums: Under my watch, achieving a Class 1 rating qualifies residents and businesses for lower insurance premiums. Wildfire risk is top of mind and there’s no reason we shouldn’t strive and achieve the highest standards throughout San Diego County.

MAKING LIFE MORE AFFORDABLE
For nearly 20 years as a San Marcos councilmember, vice mayor, and mayor, I’ve worked tirelessly to make life more affordable for families, workers, and students. As mayor, I’ve proven that smart leadership can lower costs while improving lives. San Marcos’s recognition by Fortune magazine as one of the Top 25 Places for Families reflects my focus on affordability and results. Here’s how I’ve made a difference:
Stopped Road User Fees: defeated a countywide proposal that would have charged drivers 4¢ for every mile -- on top of gas and/or electricity costs. This saved families thousands of dollars per year in potential commuting expenses.
Micro Transit: connected 4 SPRINTER rail stations, 72 BREEZE bus stops, two college campuses, and hundreds of businesses, making it easier and cheaper for residents and 40,000 students to get around without relying on costly car ownership.
Created Jobs: By bringing two state-of-the-art hospitals to North County, I helped create over 2,700 high-paying jobs, boosting incomes and making San Diego County more affordable for working families.
Parks & Rec: From leading the $100 million Creek Plan to upgrading 17 parks and 70 miles of trails, I’ve made San Marcos a place where families can enjoy the outdoors and stay active without added costs. These thoughtful investments enhance quality of life while keeping expenses low.
I’m ready to bring these results to the San Diego County Board of Supervisors --fighting for practical solutions to make District 5 more affordable for all.
TRANSPARENCY AND ACCOUNTABILITY
As mayor of San Marcos, I created the Leading, Efficiency, Accountability, and
Engagement (LEAN) department - the first of its kind in San Diego County. This innovative initiative ensures that every taxpayer dollar is spent wisely and transparently, reflecting my commitment to responsible governance.
Efficiency in Action: The LEAN department streamlines city operations, cutting waste and maximizing the impact of public funds to deliver high-quality services without increasing costs.
Transparent Spending: Through regular, accessible financial reports, we show residents exactly how their money is used, fostering trust and accountability in local government.
Community-Driven Decisions: By engaging residents and stakeholders, the LEAN department ensures that our financial priorities reflect the needs and values of San Marcos.
I’m proud to lead this effort and ready to bring the same dedication to transparency and efficiency to the San Diego County Board of Supervisors.

ADDRESSING HOMELESSNESS
As Mayor of San Marcos, I’ve taken meaningful, balanced action to address homelessness, always focusing on both public safety and human dignity.
Banned Street Encampments: led efforts to ban unsafe public encampments while ensuring our city partnered with trusted regional service providers to offer real, long-term support - not just temporary fixes.
Mental Health: Through San Marcos’ annual $120,000 investment in regional shelter services, I’ve helped ensure individuals experiencing homelessness can access shelter, mental health care, and permanent housing pathways.
As your next County Supervisor, I’ll bring this same results-driven approach to communities across the County. I understand that local governments must work together to keep public spaces safe and accessible, while also providing compassionate, effective services to those ready to take the next step. I’ll fight for stronger accountability in county-funded programs, make sure resources are directed toward solutions that actually work, and demand transparency in how homelessness funding is spent—because taxpayers and our most vulnerable residents deserve no less.

For nearly 20 years, I’ve worked to make communities

Top 25 Best Places to Live for Families and one of the safest college towns in the Nation--as well as one of the
safest cities in the state of California. Here are a few more examples of what I’ve accomplished:
Public Safety Achievements:
- Top-Ranked Safety: Led San Marcos to rank #13 among California’s safest cities, with the lowest crime rate in its 63-year history and one of the lowest in San Diego County’s 18 cities.
- Elite Fire Department: Achieved Class 1 Public Safety Rating for the San Marcos Fire Department, placing it in the top 1% of fire departments across the Nation and lowering insurance premiums for residents and businesses.
- Enhanced Sheriff Presence: Established the San Elijo Storefront Sheriff Substation to strengthen community safety.
- School Safety: Funded School Resource Officers to ensure security on three school campuses.
Transportation and Accessibility:
- Defeated Mileage Tax: Successfully led the effort to eliminate SANDAG’s proposed 4-cent-per-mile tax, saving working families significant costs.
- Affordable Transit: Introduced microtransit rides connecting 4 SPRINTER rail stations, 72 BREEZE bus stops, two higher education campuses, and hundreds of restaurants and retail stores, improving access for a fluctuating 40,000-student population.
Economic and Community Development:
- Healthcare and Jobs: Paved the way for two state-of-the-art hospitals in North County, creating over 2,700 high-paying jobs and establishing San Marcos as a regional healthcare hub.
- Affordable Housing: Built 3,400 affordable housing units, giving many a place to call home.
- Low Homelessness: Achieved one of the lowest homelessness rates in San Diego County through proactive policies.
- Community Investment: Led $100M Creek Plan: Drove the start-to-finish completion of the $100 million Creek Plan, boosting community resilience and quality of life in San Marcos.
Parks and Recreation:
- Upgraded Parks: Improved 17 of 24 parks with new builds, rebuilds, or added amenities, supporting over 290 acres of parkland, 24 community parks, 13 pocket parks, 3 recreation centers, and 70 miles of trails.

SAN DIEGO COUNTY DISTRICT 5
The 5th District covers the northernmost part of San Diego County, and is more commonly known as “North County,” with approximately 700,000 residents. The 5th District is the largest, making up over 51% of the entire county.
FUN FACT: District 5 is bigger than the state of Delaware!
It stretches from the wave-swept sands of the Oceanside coast to the pine-topped hills of the Palomar Mountain Range and beyond to the expanses of Ocotillo Wells. District 5 is a vast resource of nature, industry, universities, resorts, golf courses, fine restaurants, agriculture, and home to the world-renowned San Diego Zoo’s Safari Park.
